Was this Dr guilty of improper conduct in 1981?

I was 18 and went for the first time for the pill. He was smoking. He said he would have to examine my so I had to take my bra of and he felt them, putting the cigarette in an ashtray. I was young and terribly naive Now in my 40 s I think it wasn't right. Was it ? Did Dr's have to do that?? I know the smoking bit wasn't .Please give genuine answers because it playing on my mind.
