If I have a restoration/boot CD, can I reboot from the Boot Menu if my Atapi.sys is missing?

When Windows XP is starting you can press F12 to go to a boot menu. It asks if I have a CD. Can I use that to boot up my computer and replace the missing file? If not will the restoration disk work? Again, if not then what should I do?
